

Another route is through becoming a student, community college classes are cheaper than most expect and if you take the right class, you can get a student license in CAD like SolidWorks for 2 years (which comes with HSM Xpress for free as a CAM) and even CAM like HSMWorks for 3 years-even if your classes are only four months long, you get years worth of free software. I did a quick search for "Free CAM machining software" (because "free cam software" was a bit NSFW) and saw a few options for mills but I can't speak for how good they'd be. It's possible to write the code manually but that's super tedious, CAM makes it much easier by doing most of the work for you. This is the part of the workflow where you'll need software to generate tool paths, feeds/speeds and so on then use a post processor for your specific make of machine because CNC programs aren't universal, a Fadal VMC will need a different code than a Doosan VMC and so on.
